I have the honour to transmit herewith the interim report of the Human Rights Ombudsman of Nagorno-Karabakh (Republic of Artsakh) (see annex), documenting killings of the civilian population as a result of the large-scale military aggression unleashed by Azerbaijan on 27 September 2020, as well as extrajudicial executions of civilians taken hostage by the Azerbaijani armed forces.
I kindly ask that the present letter and its annex be circulated as a document of the General Assembly, under agenda items 35, 72, 73 and 134, and of the Security Council.

Section 1. General Information on the Crimes of the Azerbaijani Armed Forces that Resulted in the Killing of Artsakh Civilians

This report summarizes the cases of civilian casualties, caused as a result of the military aggression unleashed by Azerbaijan and Turkey against the Artsakh Republic since September 27, 2020, as well as killings of civilians who were imprisoned in the areas passed under the control of the Azerbaijani Armed Forces. The cases are introduced with relevant brief information.

From September 27, 2020 to September 27, 2021, during the fact-finding activities of the Staff of the Ombudsman of the Artsakh Republic, 80 civilians were identified who were killed by the Azerbaijani Armed Forces. 42 of them were killed as a result of targeted strikes, 38 – in captivity. A number of cases of torture and mutilation of corpses, inevitably targeted civilian deaths were recorded. The Human Rights Ombudsman also recorded the cases of 163 civilian injuries, most of which resulted from strikes that resulted in the deaths of others. The circumstances of gross, deliberate and systematic violations of the right to life and other rights of the civilian population of the Artsakh Republic are presented in Sections 2 and 3. The general statistics on the civilian casualties are presented below.

 

 

This document presents only the confirmed cases on indisputable grounds, but the staff of the Human Rights Ombudsman of Artsakh also received incomplete information on other alleged cases, which have not yet been fully verified.

In addition, at the time of publication of the report, on the basis of the Ombudsman’s fact-finding activities, about 20 missing civilians have been recorded, whose fate is still unknown.
The following are the main methods of a fact-finding activity and report preparation:

  • The representatives of the Ombudsman regularly receive data on deaths from the Bureau of Forensic Medical Examinations and hospitals.
  • The data are also collected from law enforcement bodies, as well as from the State Emergency Service and Defense army particularly about the results of search operations.
  • Verifying visits and calls are made to leadership of communities and regions to find out the circumstances of the incidents, and the data of the casualties and their relatives.
  • Interviews are conducted with the relatives of the victims and possible witnesses, the personal data of the victims and the circumstances of the death are clarified, photos of the victims are taken.
  • Visits are organized to and studies are conducted on the spot.

As a result of the application of the mentioned methods it was possible to collect the presented data, to prepare the public and closed versions of the report. The closed report added many photos of the killed civilians before and after their deaths. The public report was prepared without photos, not to show cruel and sensitive images.

Section 2 presents the 42 civilian casualties killed by long-range strikes by the Azerbaijani Armed Forces, including the cases of missile strikes, shelling, bombing, and gunshots of subversive groups.

Section 3 summarizes the data on 38 civilian casualties who were killed in Azerbaijani captivity, or at least under their control, through physical violence, stabbing, beheading, close-range shot, and other direct means. Given that the bodies of some of the killed were found long after the death, in some cases it became impossible to assess in detail the circumstances of the death and the traces of the crimes. However, in some cases, brief information from the preliminary findings of forensic examinations is also provided.

Section 2. The Cases Of Killing Of Civilians By The Azerbaijani Armed Forces As a Result of Targeting The Civilian Population

  1. Victoria Gevorgyan
    Born in 2011, lived in the town of Martuni, center of Martuni region, Artsakh. On 27.09.2020, the Azerbaijani troops attacked the town of Martuni, during which Victoria Gevorgyan, the nine-year-old daughter of Igor Gevorgyan, a citizen of Martuni town, and her neighbor Ellada Balayan were killed on the spot in front of her house as a result of the fragments of the exploded projectile, and her youngest brother two-year-old Artsvik Gevorgyan, mother Anahit Gevorgyan and neighbor Manush Avanesyan were injured.
  2. Ellada Balayan
    Born in 1961, lived in the town of Martuni, center of Martuni region, Artsakh.
    On 27.09.2020, the Azerbaijani troops attacked the town of Martuni, during which Ellada Babayan was killed after being hit by shrapnel near the house. Her neighbor’s daughter, the 9-year-old Victoria Gevorgyan, was killed as a result of the same explosion, the two-year-old Artsvik Gevorgyan, Anahit Gevorgyan and neighbor Manush Avanesyan were injured.
  3. Lesmonya Stepanyan
    Born in 1941, lived alone in the town of Hadrut, center of Hadrut region, Artsakh. Was a pensioner. L. Stepanyanlost lost her right arm due to explosion of a projectile fired by the Azerbaijani side during the first Artsakh war.
    On 27.09.2020, 79-year-old Lesmonya Stepanyan was killed in the yard of her house in Hadrut after being hit by a suicide drone. The circumstances of the incident were also confirmed by her granddaughter Rafine Stepanyan.
  4. Erik Grigoryan
    Born in 1996, lived in Stepanakert, was engaged in business.
    On September 26, 2020, Erik Grigoryan left for the village of Mets Shen of Martakert region to visit his friend. The hospitality lasted until late in the evening, so he decided to spend the night there, preferring to return to Stepanakert the next day. On 27.09.2020, the Azerbaijani troops started shelling Mets Shen, during which Erik Grigoryan was killed from shrapnel injuries.
  5. Abel Sargsyan
    Born in 1942, lived in Zardakhach village of Martakert region, was a pensioner.
    On 29.09.2020, the Azerbaijani Armed Forces shelled Zardakhach village in Martakert, the residents of which were not evacuated. Abel Sargsyan, the resident of the same village was taking care of small and large cattle at that time and was killed after the rocket exploded nearby. Considering that Abel Sargsyan’s body was dismembered, he was buried the same day. The information was confirmed by the head of the community of Zardakhach, Arshak Asryan.
  6. Lyuba Mamunts
    Born in 1957, lived in Nerkin Horatagh village in Martakert region, Artsakh.
    On 30.09.2020, Lyuba Mamunts, her son David Khachatryan, husband Hrant Khachatryan and sister Larisa Mamunts were in front of a shop in the central part of Martakert town when the Azerbaijani side started shelling the town. Lyuba Mamunts, Larisa Harutyunyan and Hrant Khachatryan were killed on the spot by shrapnel, and David Khachatryan was seriously injured.
  7. Larisa Harutyunyan
    Born in 1959, lived in Martakert town of Martakert region, Artsakh. She was a citizen of the Russian Federation.
    On 30.09.2020, Larisa Harutyunyan, her sister Lyuba Mamunts and the latter’s husband Hrant Khachatryan were killed after the Azerbaijani shelling in front of a shop in the central part of Martakert town; and David Khachatryan was seriously injured.
  8. Hrant Khachatryan
    Born in 1955, lived in Nerkin Horatagh village in Martakert region, Artsakh.
    On 30.09.2020, Hrant Khachatryan, his wife Lyuba Mamunts and the latter’s sister Larisa Harutyunyan were killed by shrapnel after the Azerbaijani shelling in front of a shop in the central district of Martakert town. His son David Khachatryan was seriously injured.
  9. Armen Hovsepyan
    Born in 1984, lived in Martuni town, Martuni region, Artsakh.
    On 01.10.2020, during a shelling of Martuni town, when Armen Hovsepyan was driving along one of the streets of Martuni, he was killed on the spot after being hit by a shrapnel. Four residents of Martuni – Karen Melkumyan, Henrikh Mirzoyan, Andranik Grigoryan and Never Avagyan – were also wounded from the same shelling.
  10. Valerik Dadayan
    Born in 1951, lived in the town of Martuni, Martuni region, Artsakh.
    On 01.10.2020, during a shelling of Martuni town, while Valerik Dadayan was in the yard of his house, was killed on the spot after being hit by a shrapnel.
  11. Grisha Narinyan
    Born in 1992, lived in Martuni town, Martuni region, Artsakh.
    On 01.10.2020, during a shelling of Martuni town, when Grisha Narinyan was accompanying a group of representatives of Armenian and foreign media, was killed on the spot after being hit by shrapnel. As a result of the same shelling, four journalists were injured: the correspondents for the French “La Monde” newspaper Rafayel Yaghobzadeh and Allan Caval, Sevak Vardumyan, a correspondent for the Armenian 24news.am news agency, and Aram Grigoryan, a cameraman of Armenia TV.
  12. Alina Harutyunyan
    Born in 1966, lived in Stepanakert, worked at a private section.
    On 02.10.2020, the Azerbaijani Armed Forces shelled several residential buildings of Azatamartikner and Tigran Mets streets near the Victory Square in one of the central districts in Stepanakert. Alina Harutyunyan was killed in her apartment and Radik Danielyan in the street from shrapnel wound.
  13. Radik Danielyan
    Born in 1949, lived in Stepanakert, worked as a taxi driver.
    On 02.10.2020, the Azerbaijani Armed Forces shelled several residential buildings of Azatamartikner and Tigran Mets streets near the “Victory Square” in one of the central districts in Stepanakert. Radik Danielyan was killed in the street and Alina Harutyunyan was killed in her apartment from shrapnel wounds.
  14. Hovik Aghajanyan
    Born in 1994, lived in Stepanakert, Hovik Aghajanyan worked in the State Emergency Situation Service of the Republic of Artsakh and during the war he was involved in humanitarian aid to the population and in the work aimed at neutralizing the dangers posed by the hostilities.
    On 02.10.2020, the Azerbaijani Armed Forces directly targeted one of the central premises of the Artsakh State Emergency Situation Service in Stepanakert in which Hovik Aghajanyan, an employee of the mentioned service, was killed from shrapnel wounds received as a result of a rocket explosion. As a result of the same strike, 6 rescuers received various bodily injuries: Valeri Khachatryan, Sasha Avanesyan, Gari Melkumyan, Surik Shahnazaryan, Hayaser Baghdasaryan and Hrayr Sargsyan.
  15. Suren Mirzoyan
    Born in 1962, lived in Stepanakert, worked in “Artsakhenergo” CSJC.
    On 04.10.2020, the Azerbaijani Armed Forces, using different missile calibers, fired at the electric substations complex and the neighborhood of the administrative building of “Artsakhenergo” CJSC in Stepanakert, as a result of which Suren Mirzoyan and Aram Grigoryan were killed from shrapnel wounds and Sergey Kostandyan was injured.
  16. Aram Grigoryan
    Born in 2001, lived in Stepanakert, Artsakh.
    On 04.10.2020, the Azerbaijani Armed Forces, using different missills, fired at the electric substations complex and the neighborhood of the administrative building of “Artsakhenergo” CJSC in Stepanakert, as a result of which Aram Grigoryan and Suren Mirzoyan were killed from shrapnel wounds and Sergey Kostandyan was injured.
  17. Arkadi Lalayan
    Born in 1951, lived in Stepanakert, was a pensioner.
    On 04.10.2020, the Azerbaijani Armed Forces shelled Alex Manukyan street in Stepanakert. Arkadi Lalayan, who lived in No. 7 building of the same street, was on the balcony of his apartment in the direction of which a rocked exploded. Arkadi Lalayan’s relatives found him dead on the balcony bleeding from shrapnel wounds.
  18. Arthur Galstyan
    Born in 1971, lived in Stepanakert, Artsakh Republic.
    On 04.10.2020, Arthur Galstyan went to visit his mother who lived alone at the Isakov 5 address in Stepanakert. At that time the electricity stations of the Artsakhenergo CJST located near the Isakov street of Stepanakert were attacked by misssiles by Azerbaijani Armed Forces. The number 5 building on the same street was also hit, as a result of which Arthur Gasltyan was killed.
  19. Slavik Khachatryan
    Born in 1953, lived in the village of Aygestan, Askeran region, Artsakh; was a pensioner. On 05.10.2020, Slavik Khachatryan and an Armenian resident from Hrazdan Janibek Nikoghosyan were killed in their workplace from rocket-propelled grenades exploding in different parts of the village of Aygestan of Askeran region.
  20. Janibek Nikoghosyan
    Born in 1979, lived in Hrazdan, Armenia, worked in Aygestan village, Askeran region.
    On 05.10.2020, Janibek Nikoghosyan and Slavik Khachatryan died in their workplace from rocket-propelled grenades exploding in different parts of the village of Aygestan of Askeran region.
  21. Varujan Poghosyan
    Born in 1963, lived in the town of Hadrut, Hadrut region; was engaged in cattle breeding. On 10.10.2020, a subversive group of the Azerbaijani Armed Forces penetrated the town of Hadrut and killed Varujan Poghosyan in the yard of his house with a sniper shot. His son Edgar Poghosyan was seriously injured.
  22. Mikael Mosesyan
    Born in 1990, lived in the town of Hadrut, Hadrut region of Artsakh; had a mental disability. On 10.10.2020, a subversive group of the Azerbaijani Armed Forces penetrated the town of Hadrut, killed Misha Movsisyan with mental disabilities in his apartment with three gunshots. His mother, Anahit Movsisyan received gunshot wounds and survived due to medical intervention.
  23. Artsvik Mirzoyan
    Born in 1997, lived in the town of Hadrut, Hadrut region, Artsakh. He had mental disabilities. On 10.10.2020, Hadrut resident Artsvik Mirzoyan was shot dead by a subversive group of the Azerbaijani Armed Forces in the yard of his house. His completely dilapidated body was found on 19.10.2020 as a result of search operations.
  24. Nver Grigoryan
    Born in 1976, lived in the town of Hadrut, Hadrut region, Artsakh. He was the Deputy Head of the regional administration of Hadrut. On 10.10.2020, when a subversive group of Azerbaijani Armed Forces invaded Hadrut town, the Deputy Head of the regional administration of Hadrut Nver Grigoryan tried to organize the evacuation of the remaining civilians in the town but was noticed and killed by gunfire.
  25. Pargev Saghyan
    Born in 1945, lived in the town of Martuni, Martuni region, Artsakh; was a pensioner.
    On 10.10.2020, as a result of strikes directed at the town of Martuni, the apartment belonging to Pargev Saghyan, a resident of the same town was completely destroyed. At that moment, the latter was in his house and after the explosion the house completely collapsed, leaving him under the rubble. Pargev Saghyan’s body was removed from the rubble by the residents of Martuni town and the rescue forces of Artsakh State Emergency Situations Service.
  26. Ashot Hovhannisyan
    Born in 1958, lived in Yerevan, Armenia. He was engaged in cargo transportation.
    Ashot Hovhannisyan was providing food to civilian population by a truck. On 10.10.2020, he was transporting food to Martakert town. On the way, in the territory of Tigranakert reserve, his car was targeted by the Azerbaijani Armed Forces, and Ashot Hovhannisyan was killed on the spot from the explosion.
  27. Nver Grigoryan
    Born in 1975, lived in Stepanakert, worked in Artsakhenergo CJSC.
    Since 27.09.2020, Nver Grigoryan was doing exceptionally professional work in eliminating power outages during the war. On 14.10.2020, he was working in the region of Martakert and he was on an electric pole at the time of the explosion of the projectile fired by the Azerbaijani Armed Forces. He was hit and killed by the shrapnel of the explosion.
  28. Armen Karamyan
    Born in 1970, lived in Karmir Shuka village, Martuni region, Artsakh.
    On 15.10.2020, Karmir Shuka and the neighboring villages were set on fire by the Azerbaijani Armed Forces, a number of cluster missiles were fired from “Smerch” in that direction. From the fragments a number of apartments and vehicles were destroyed. Armen Karamyan, a resident of the village of Karmir Shuka, was in his car at the moment of the fire and was killed on the spot.
  29. Karen Grigoryan
    Born in 1984, lived in Karmir Shuka village, Martuni region, Artsakh.
    On 15.10.2020, Karen Grigoryan, a resident of Karmir Shuka village in Martuni region, drove out of the village with his retired father and fellow villagers to the bridge over the road nearby the village of Shekher. According to the eyewitnesses, the Azerbaijani UAV noticed and immediately hit Karen Grigoryan’s vehicle, as a result of which the latter was killed and the passengers received various degrees of bodily injuries.
  30. Vladimir Mirzoyan
    Born in 1955, lived in the town of Martuni, Martuni region; was a pensioner.
    On 17.10.2020, Vladimir Mirzoyan was killed by multiple shrapnel wounds in the yard of his house in the aftermath of a shelling by the Azerbaijani Armed Forces in the town of Martuni.
  31. Gevorg Hambardzumyan
    Born in 1983, lived in the village of Avetaranots, Askeran region, Artsakh; was engaged in cattle breeding. For a long time, Azerbaijani Armed Forces were fighting to take under their control the village of Avetaranots in Askeran region for which they often used rocket-propelled grenades. On 25.10.2020, during an attack, Gevorg Hambardzumyan, resident of the same village, was killed from the explosion in the center of the village, a group of villagers received various degrees of bodily injuries.
  32. Eduard Khachatryan
    Born in 1967, lived in the village of Khanapat, Askeran region, Artsakh. He was engaged in agriculture.
    On 28.10.2020, Eduard Khachatryan left Khanapat for Martuni town in his car. On the way back, his car was noticed and hit by the Azerbaijani UAV, as a result of which Eduard Khachatryan was killed.
  33. Harutyun Atajanyan
    Born in 1985, lived in Stepenakert, worked at the Artsakh State Emergency Situations Service. On 28.10.2020, the Azerbaijani Armed Forces attacked the village of Sghnakh, which resulted in a serious need for humanitarian aid. The rescue forces of the Artsakh State Emergency Situations Service had to work in parallel with the hostilities. Harut Atajanyan, a member of the rescue group, was fatally wounded by a projectile while removing a resident of the village of Sghnakh out of the car.
  34. Serjik Balayan
    Born in 1960, lived in the village of Taghavard, Martuni region, Artsakh. He was engaged in agriculture.
    On 30.10.2020, the village of Taghavard was completely evacuated and was a view of vulnerability for the Azerbaijani Armed Forces. The residents of the village moved to the direction of the city of Stepanakert. At the same day a group of villagers of Taghavard and Karmir Shuka gathered nearby the village of Aknaghbyur, near a public catering facility, hoping that their community would be returned under the control of the Armenian Armed Forces and they could return to their apartments. At that moment, missiles were fired at their direction from an Azerbaijani UAV, as a result Sergey Balayan was killed and 6 civilians were injured.
  35. Apres Adamyan
    Born in 1961, lived in the village of Herher of Martuni region, Artsakh. He was engaged in agriculture.
    On 30.10.2020, Herher village of Martuni region was shelled, as a result of which the house of Apres Adamyan, a resident of the same village, was completely destroyed. On the same day, as a result of the search and rescue operations, Apres Adamyan’s body was found with shrapnel wounds and fractures.
  36. Armo Avanesyan
    Born in 1967, lived in Sos village of Martuni region, Artsakh.
    On 02.11.2020, after targeting Khnushinak community of Martuni region, the residents left their community. Armo Avanesyan, a resident of Sos community, was also in the same village. He tried to move with his car to a relatively safe place but his car was hit near the village by Azerbaijani shelling.
  37. Svetlana Mkrtchyan
    Born in 1937, lived in Stepanakert with her grandchildren. She was a pensioner.
    On 06.11.2020, the city of Stepanakert was subjected to a large-scale missile attack during which Svetlana Mkrtchyan’s house on Zorge street was completely destroyed by direct targeting. On the same day, the rescue forces removed the bodies of Svetlana Mkrtchyan, his grondsons Erik and Arkadya Hakhumyans.
  38. Erik Hakhumyan
    Born in 1992, lived in Stepanakert with his grandmother and brother.
    On 06.11.2020, the city of Stepanakert was subjected to a large-scale missile attack during which Svetlana Mkrtchyan’s house on Zorge street was completely destroyed by direct targeting. On the same day, the rescue forces removed the bodies of Erik Hakhumyan, his brother Arkadya Hakhumyan and grandmother Svetlana Mkrtchyan.
  39. Arkadi Hakhumyan
    Born in 2000, lived in Stepanakert, with his grandmother and brother.
    On 06.11.2020, the city of Stepanakert was subjected to a large-scale missile attack during which Svetlana Mkrtchyan’s house on Zorge street was completely destroyed by direct targeting. On the same day, the rescue forces removed the bodies of Arkadya Hakhumyan, his brother Erik Hakhumyan and grandmother Svetlana Mkrtchyan.
  40. Vanik Babayan
    Born in 1988, lived in the town of Berdzor, Kashatagh region, Artsakh. He worked as a technician at Kashatagh branch of the “Artsakhgaz” CJSC.
    On 08.11.2020, Vanik Babayan was involved in the reconstruction of the gas pipeline in the town of Berdzor in Kashatagh region, during which a projectile fired by the Azerbaijani Armed Forces exploded in their neighborhood and Vanik Babayan was killed from shrapnel wounds. It should be noted that on the same day Vanik Babayan’s brother was killed in battlefield.
  41. Seryoja Demirchyan
    Born in 1980 and lived in the village of Ivanyan in the Askeran region. He was of conscription age, but was not drafted as a father of many children. He was killed on November 9, 2020, near the city of Shushi after his car was hit by an Azerbaijani rocket strike.
  42. Arthur Hakobyan
    Born in 1979 in the Armavir region of the Republic of Armenia. He was killed by rocket-propelled grenades fired by the Azerbaijani Armed Forces. According to the results of the forensic medical examination, he received gunshot wounds to the chest, abdomen and lower extremities, as a result of which he died on October 25, 2020.

Section 3. The Cases Of Killing Of Civilians Under The Azerbaijani Control

  1. Yuri Adamyan
    Born in 1995, lived in the village of Tyak, Hadrut region. He was engaged in cattle breeding.
    As the town of Hadrut was considered by the Azerbaijani Armed Forces as one of the main targets, therefore on 10.10.2020, Azerbaijani subversive groups not only entered the town, but also tried to blockade it from all sides. That is why Yuri Adamyan, a resident of Tyak village, who had not been moved to a safe place before, and Benik Hakobyan, a cattle breeder with him, stayed in the village. The Azerbaijani military found and captured Yuri Adamyan and Benik Hakobyan, after which they were tied up in Hadrut town square and demonstratively shot between October 12-14, 2020, the video of the shooting was posted on Azerbaijani social networks on October 15.
  2. Benik Hakobyan
    Born in 1947, lived in the regional center of Hadrut and was a pensioner.
    As the town of Hadrut was considered by the Azerbaijani Armed Forces as one of the main targets, therefore on 10.10.2020. Azerbaijani subversive groups not only entered the town, but also tried to blockade it from all sides. That is why Benik Hakobyan, a resident of Tyak village, who had not been moved to a safe place before, and Yuri Adamyan, a cattle breeder with him, stayed in the village. The Azerbaijani military found and captured Benik Hakobyan and Yuri Adamyan, after which they were tied up in Hadrut town square and demonstratively shot between October 12-14, 2020, the video of the shooting was posted on Azerbaijani social networks on October 15. The body of Benik Hakobyan’s wife Elena Hakobyan was found on 02.01.2021 in Hadrut as a result of search operations.
  3. Mushegh Melkumyan
    He was born in 1937, lived in town of Hadrut, the center of Hadrut region, Artsakh Republic, and was a single pensioner.
    Mushegh Melkumyan was one of the people who was not able to move to a safe place, that is why he was captured on 10.10.2020, by the Azerbaijani subversive groups invaded the town of Hadrut in October. Later, the Azerbaijani side reported the capture of Mushegh Melkumyan and his death at the time of his extradition to the Armenian side on 29.10.2020. Preliminary forensic examination of the body revealed that the death was caused by a traumatic brain injury.
  4. Eduard Zhamharyan
    He was born in 1957, lived in Shushi, the center of Shushi region, Artsakh Republic, and was a pensioner.
    Eduard Zhamharyan is one of the civilians stayed in Shushi and captured by the Azerbaijani military on 08.11.2020, or in the following days. His body was handed over to the Armenian side on 04.12.2020, with sufficient evidence of his willful deprivation of life. According to the preliminary conclusion of the forensic medical examination, Eduard Zhamharyan was killed as a result of open violence due to an open craniocerebral injury on the left side of his head.
  5. Ashot Munchyan
    He was born in 1951, lived in Shushi, the center of Shushi region, Artsakh Republic, and was a pensioner.
    Ashot Munchyan is one of the civilians stayed in Shushi and captured by the Azerbaijani military on 08.11.2020, or in the following days.     Born in 1946 in Baku. He lived in Shushi and was a pensioner. According to the forensic medical examination, he was killed by the Azerbaijani Armed Forces on 18.11.2020. On 05.12.2020 in the city of Shushi, the Azerbaijani side handed over to the Armenian side the body of an unidentified civilian with a gunshot wound to the thigh, as well as to the abdomen with a cutting-piercing tool.
  7. Vyacheslav Avakyan
    Born in 1958, lived in the city of Shushi. He was not married.
    13.12.2020 The Azerbaijani side handed over the body of Slavik Avagyan, a resident of Shushi, to the Armenian side with a gunshot wound to the back, as well as with a wound to the abdomen with a cutting-piercing tool.
  8. Yuri Asriyan
    He was born in 1938, lived in the village of Azokh, Hadrut region, and was a single pensioner.
    Yuri Asriyan, a resident of Azokh village, Hadrut region, could not leave his place of residence due to health problems. He was captured on October 21 by Azerbaijani troops who invaded the village. Later, in December 2020, a video was spread on the Internet, which contained the scene of Yuri Asriyan being beheaded. He repeatedly asked not to be beheaded in the name of “Allah”, but a soldier in the uniform of the Azerbaijani Armed Forces apparently beheaded him. Yuri Asryan’s body was found on 21.01.2021.
  9. Eduard Shakhkeldyan
    He was born in 1941, lived in the village of Avetaranots in the Askeran region of Artsakh Republic, and was a pensioner.
    Eduard Shakhkeldyan, a resident of Avetaranots village, Askeran region, and his wife, Arega Shakhkeldyan, were captured by the Azerbaijani military on October 27, 2020. Later, the Azerbaijani side officially confirmed the fact of Eduard Shakhkeldyan’s capture, but the released eyewitnesses testified to the fact that he was beaten by the Azerbaijani military, as a result of which Eduard Shakhkeldyan died.
  10. Genadi Petrosyan
    He was born in 1951, lived in Madatashen village of Askeran region of Artsakh Republic, was a pensioner.
    Gennady Petrosyan, a resident of Madatashen village of Askeran region, returned to the village after evacuation on 27.10.2020, to pick up the remaining things. During the same period, Azeri soldiers in the village captured him and later in November posted a video on the Internet, which clearly shows Gennady Petrosyan being beheaded, his body and amputated head placed next to the body of a pig.

    He was born in 1936, lived in the town of Hadrut, the center of Hadrut region, Artsakh Republic, and was a pensioner.
    On 04.12.2020, the body of Ernest Harutyunyan, a resident of Hadrut, occupied by the Azerbaijani Armed Forces on 10.10.2020, was found on the balcony of his house during the search for corpses in the town of Hadrut.

    He was born in 1982 and lived in the village of Norashen in the Hadrut region of Artsakh Republic.
    As a result of searching for corpses in Norashen village of Hadrut region on 05.12.2020, the body of Yeghishe Hakobyan, a resident of the same village, occupied by Azerbaijani troops on 10.10.2020, and the body of his father Minas Hakobyan were found in a dilapidated condition.
  14. Nina Davtyan
    He was born in 1938, lived in the village of Vardashat, Hadrut region, and was a pensioner.
    As a result of searching for corpses in Vardashat community of Hadrut region on 19.12.2020, the body of Nina Davtyan, a resident of the same village, occupied by the Azerbaijani troops on 10.10.2020, was found in a completely dilapidated condition. Nina Davityan’s head was cut off from her body and her hand was broken.
  15. Martik Avetisyan
    He was born in 1963, lived in the village of Togh, Hadrut region, and was a pensioner. On 19.12.2020, as a result of searching for corpses in Togh community of Hadrut region, the corpses of Martik Avetisyan and Radik Stepanyan, residents of the same village, who remained in the village from 21.10.2020, were found in a dilapidated condition.
  16. Radik Stepanyan
    Born in 1937, lived in the village of Togh of Hadrut region. Had disabilities.
    On 19.12.2020, during the search operations of corpses in the village of Togh of Hadrut region, the decaying corpse of Radik Stepanyan and Martik Avetisyan, who stayed in the village since 21.10.2020, were found. Radik Stepanyan’s head was missing and the legs were broken.
  17. Vardan Altunyan
    Born in 1931, lived in the village of Mets Tagher of Hadrut region, was a pensioner.
    On 20.12.2020, during the search operation of dead bodies in the Mets Tagher village of Hadrut region, the decaying corpses of Vardan Altunyan, Slavik Galstyan and Vahram Lalayan were found, who stayed in the village since 23.10.2020.

    Born in 1947 in Hadrut town, lived in the village Đľf Karmrakuch of Hadrut region. He was a pensioner. The body was found on 03.01.2021 in the village of Karmrakuch of Hadrut region. The identification of the body was held by the testimonies of relatives and DNA examination.
  22. Serjik Vardanyan
    Born 1949, lived in Hadrut. He was a pensioner. The bodies of Serzhik Vardanyan and his wife Ella Vardanyan were found in the yard of their house during the search operations for corpses in Hadrut city on 04.01.2021. They have been identified by relatives, and DNA examination.
  23. Ella Vardanyan
    Born in 1952 in Hadrut town, was a pensioner. The bodies of Ella Vardanyan and her husband Serzhik Vardanyan were found in the yard of their house during the search operations for corpses in Hadrut city on 04.01.2021. They have been identified by relatives, and DNA examination.
  24. David Davidyan
    Born in 1934, lived in the village of Vardashat of Hadrut region, was a pensioner. The body was found on 11.01.2021. in the village of Vardashat, which came under Azerbaijani control. The body of his wife, Nina Davidyan was also found in the village of Vardashat during search operations.
  25. Alvard Tovmasyan
    She was born in 1963, lived in the village of Karin Tak in the Shushi region, and suffered from mental illness. The body was found on 13.01.2021. as a result of search operations in the same village. Examination of the body revealed obvious signs of torture; the left ear tongue were cut off. The corpse was identified by relatives and comparative examination of DNA samples.
  26. Arsen Gharakhanyan
    Born in 1976, lived in Hadrut town. He was married, had 3 children. The body was found on 19.01.2021, during the search operations for corpses in the city of Hadrut. According to the preliminary conclusion of the forensic examination, Arsen Gharakhanyan died as a result of torture, and the gunshot wounds on the body were posthumous. It is noteworthy that on 06.01.2021 and 16.01.2020 two videos with the participation of Arsen Gharakhanyan were published on the Azerbaijani Internet, and on January 14, 2021, the European Court of Human Rights has ruled in favor of an interim measure. It is noteworthy that Arsen Gharakhanyan entered Hadrut to evacuate his father; but they were captured by Azerbaijani Armed Forces. Sasha Karakhanyan was repatriated on 14.12.2020, and presented reasonable facts about his son’s captivity.
  27. Elena Hakobyan
    She was born in 1953, lived in Hadrut, the regional center of Hadrut, and was a pensioner. During the search operations for corpses in Hadrut city on 04.01.2021, Elena Hakobyan’s body was found near their house, her legs wrapped in rope and her skull separated from her body. The identification was held by the testimonies of her neighbor. Elena Hakobyan is Benik Hakobyan’s wife, who was shot in the center of Hadrut on 04.10.2020.
  28. Marine Hayrapetyan
    Born in 1967, lived in the village of Drakhtik of Hadrut region. Had a mental illness. The body was found on 21.01.2020, during the search operations in her place of residence. The body was identified by her relatives.
  29. Hmayak Mirzoyan
    Born in 1941, lived in the village of Shekher of Martuni region. He was a pensioner. Hmayak Mirzoyan was bedridden and was being cared for by his daughter Gayane Mirzoyan. In October, 2020, the Azerbaijani Armed Forces invaded the village of Shekher and captured Gayane Mirzoyan, she was returned on 11.12.2020. On December 20, 2020, as a result of searching for corpses in the mentioned village, the body of Hmayak Mirzoyan was found. The body was identified by the head of community.
  30. Ashot Sahakyan
    Born on March 3, 1967. He lived in Hadrut, the regional center of Hadrut. He worked in a cattle farm in Norashen community of Hadrut region. He was killed by Azerbaijani troops. The body was found on December 4, 2020, as a result of search operation, near the old mill near the Norashen farm, on the river bank.
  31. Volodya Aghabekyan
    Born on August 3, 1938 in Sghnakh community of Askeran region. He was killed in his house in the village on 05.11.2020 by the Azerbaijani Armed Forces invading the village. The body was found after a ceasefire. There were gunshot wounds on the head.
  32. Ararat Khachatryan
    Born in 1963, in the city of Martuni, NKAO. He lived in the city of Martuni. On the way from Karvin district to Kohak, he did not orient himself in the area, got lost, appeared in the area under the control of Azerbaijan and was taken prisoner. He was killed by Azerbaijani troops, the body was handed over to the Armenian side on December 3, with a gunshot wound to the chest and traces of torture.
  33. Andranik Avagimyan
    Born in 1982, in Ukhtadzor community of Hadrut region of Artsakh. He was killed by Azerbaijani troops near the village of Jrakus in the Hadrut region on October 12. The body was identified by DNA testing. The body was handed over to relatives on March 15. There were gunshot wounds and traces of torture on the body.
  34. Borya Baghdasaryan
    Born in 1954 in Avetaranots village of Askeran region. He remained in the village during the invasion of the Azerbaijani Armed Forces. His name was included in the list of civilian captives. However, on April 1, 2021 Borisya Baghdasaryan’s body was found as a result of search operations carried out by the State Emergency Service of Azerbaijan. The body was identified by relatives.
  35. Edik Muradyan
    Born on April 15, 1938, in the village of Vank, Hadrut region. Remained in the village during the invasion of the Azerbaijani Armed Forces. According to the state death certificate, the death occurred on October 29, 2020, from multiple fractures of the skull and skeletal bones. The body was found on March 3, 2021 as a result of search operations carried out in the village of Vank. The body was identified by DNA testing.
  36. Kamo Davtyan
    Born in 1959 in the village of Karmrakuch, Hadrut region. He was included in the list of civilian missing persons within the framework of the fact-finding mission of the Human Rights Defender of Artsakh. The body was found as a result of search operations carried out in the village of Karmrakuch.
  37. Serob Khachatryan
    Born in 1976 in the village of Tumi, Hadrut region. Did not manage to evacuate from the village when it came under the control of the Azerbaijan. He was included in the list of civilian missing persons within the framework of the fact-finding mission of the Human Rights Defender of Artsakh. The body was found as a result of search operations carried out in the village.
  38. Valerik Harutyunyan
    Born in 1954 in Hadrut town of the Hadrut region. According to the results of fact finding mission of the Ombudsman of Artsakh Valerik Harutyunyan was included in the list of civilian missing people. His body was found during search operations. The identification was carried out based on the testimony of his brother.
