Peters introduced the legislation in response to the Azerbaijani government\u2019s ongoing attacks on ethnic Armenians in Nagorno-Karabakh. Earlier this week,\u00a0<a href=\"https:\/\/www.peters.senate.gov\/newsroom\/press-releases\/visit%20the%20Armenia-Azerbaijan%20border%20to%20view%20the%20blockade%20of%20the%20Lachin%20corridor%20that%20has%20caused%20a%20humanitarian%20crisis%20for%20Armenians%20in%20the%20region.\">Peters was in Armenia<\/a>\u00a0to\u00a0visit the Armenia-Azerbaijan border and view the 10-month long blockade of the Lachin corridor that has caused a humanitarian crisis for Armenians in the region.<\/p>\n<p style=\"text-align: justify;\">\u201cThe Azerbaijani government has made it clear \u2013 it can and will use its military resources to impose violent attacks against the people of Armenia and Nagorno-Karabakh,\u201d\u00a0<strong>said Senator Peters.\u00a0<\/strong>\u201cThe United States cannot be complicit in Azerbaijani violence against the Armenian people. We must pass this legislation to block additional American aid to Azerbaijan until it puts an end to its aggression in the region.\u201d<\/p>\n<p style=\"text-align: justify;\">Peters\u2019\u00a0<em>Armenian Protection Act<\/em>\u00a0would end U.S. assistance to the Azerbaijani government that is currently allowed under a waiver to Section 907 of the\u00a0<em>Freedom Support Act.\u00a0<\/em>Although the\u00a0<em>Freedom Support Act\u00a0<\/em>generally prohibits most bilateral assistance to Azerbaijan, following the September 11, 2001 terrorist attacks, waiver authority was added to Section 907 granting additional discretion to the President to provide aid to Azerbaijan. The waiver authority has been invoked annually by Presidents of both parties since 2002 and the Biden Administration is still reviewing its waiver authority for 2023.<\/p>\n<p style=\"text-align: justify;\">This week, Peters also joined a bipartisan, bicameral group of lawmakers calling for the U.S. Treasury Department and U.S. State Department to impose sanctions on certain Azerbaijani government officials associated with the military attacks against \u2013 and brutal blockade of \u2013 Nagorno-Karabakh. A copy of the letter can be found\u00a0<a href=\"https:\/\/www.peters.senate.gov\/download\/letter-to-state-treasury-on-nagorno-karabakh\">here<\/a>.<\/p>\n<p style=\"text-align: justify;\">Peters has previously raised concerns regarding the Azerbaijani military attacks on the Armenian people and has advocated for additional U.S. action to help restore peace in the region.
