{"id":4054,"date":"2026-07-16T11:28:49","date_gmt":"2026-07-16T18:28:49","guid":{"rendered":"https:\/\/www.armeniancouncil.org\/ACA\/?p=4054"},"modified":"2026-07-18T01:38:49","modified_gmt":"2026-07-18T08:38:49","slug":"aca-welcomes-house-passage-of-fy27-national-security-appropriations-bill-supporting-elevated-u-s-armenia-security-partnership","status":"publish","type":"post","link":"http:\/\/www.armeniancouncil.org\/ACA\/aca-welcomes-house-passage-of-fy27-national-security-appropriations-bill-supporting-elevated-u-s-armenia-security-partnership\/","title":{"rendered":"ACA Welcomes House Passage of FY27 National Security Appropriations Bill Supporting Elevated U.S.-Armenia Security Partnership"},"content":{"rendered":"<p><strong>WASHINGTON, DC <\/strong>\u2014 The Armenian Council of America (ACA) welcomed the U.S. House of Representatives&#8217; July 15<sup>th<\/sup> passage of the Fiscal Year 2027 <strong>National Security, Department of State, and Related Programs Appropriations Act<\/strong>, which includes important report language directing enhanced U.S. security assistance for Armenia and reaffirming the growing strategic partnership between the United States and the Republic of Armenia. The legislation passed the House by a party-line \u00a0\u00a0\u00a0\u00a0\u00a0 vote of <strong>217-209<\/strong> and now advances to the U.S. Senate for consideration.<\/p>\n<p>Although the bill&#8217;s prospects in the Senate remain uncertain following the House&#8217;s attachment of the controversial SAVE America Act, ACA is encouraged by the strong bipartisan recognition of Armenia&#8217;s strategic importance reflected in the House measure. Of particular significance, the House Appropriations Committee included the following directive in its accompanying report:<\/p>\n<p><em>&#8220;<u>South Caucasus \u2014 <\/u>The Committee directs funds for countries in the South Caucasus to promote the strategic interests of the United States through efforts to enhance regional peace, stability, integration, and connectivity, as well as to continue robust support for active bilateral charters of strategic partnership. Within such amounts, the Committee directs funds under International Military Education and Training and Foreign Military Financing Program be made available above the prior year levels for Armenia.&#8221;<\/em><\/p>\n<p>The report language represents a meaningful step forward in advancing the U.S.-Armenia Strategic Partnership and recognizes Armenia&#8217;s increasing importance to American interests in the region. Increased funding for the Foreign Military Financing (FMF) and International Military Education and Training (IMET) programs will strengthen Armenia&#8217;s defensive capabilities, deepen bilateral military cooperation, and support Armenia&#8217;s continued democratic and strategic development.<\/p>\n<p>&#8220;The House has sent an important signal that the United States recognizes Armenia as a strategic partner and is prepared to strengthen that relationship through increased security cooperation,&#8221; said <strong>Taniel Koushakjian, ACA Executive Director of Government Relations<\/strong>. &#8220;We commend Chairman <strong>Mario D\u00edaz-Balart<\/strong>, Ranking Member <strong>Lois Frankel<\/strong>, and the House Appropriations Committee for including this important language and look forward to working with the Senate to ensure these provisions are preserved in the final conference agreement.&#8221;<\/p>\n<p>Last month, the Armenian Council of America submitted <a href=\"https:\/\/www.armeniancouncil.org\/ACA\/aca-submits-testimony-to-house-appropriations-subcommittee-as-armenia-secures-dedicated-funding-directive-in-fy27-national-security-bill\/\">testimony<\/a> to the <strong>Senate Appropriations Subcommittee on State, Foreign Operations, and Related Programs<\/strong>, urging the Senate to provide robust support for Armenia in the FY27 appropriations bill. In its testimony, ACA requested not less than <strong>$20 million in Foreign Military Financing, $10 million in International Military Education and Training, and $100 million in humanitarian assistance<\/strong> for Armenians forcibly displaced from Nagorno-Karabakh, while also urging continued enforcement of Section 907 of the FREEDOM Support Act and stronger congressional oversight of U.S. policy toward Azerbaijan.<\/p>\n<p>The Senate testimony also specifically urges the Senate Appropriations Committee to adopt the House&#8217;s South Caucasus report language and include funding for Armenia above prior-year levels as Congress works toward final enactment of the FY27 State, Foreign Operations, and Related Programs appropriations bill. The bill would provide <strong>$47.3 billion for the Department of State<\/strong> <strong>and related agencies\u2014$2.7 billion below FY2026<\/strong> enacted funding but <strong>$11.7 billion above the Administration&#8217;s FY2027<\/strong> request.<\/p>\n<p>The Armenian Council of America will continue working with members of both chambers of Congress to strengthen the U.S.-Armenia Strategic Partnership, increase security and economic assistance to Armenia, ensure accountability for Azerbaijan&#8217;s continued violations of international law as a matter of U.S. policy, and advance
